Many of you may have received similar to any of the following error messages while trying to send and receive e-mail in Outlook and Outlook Express:

  • No connection could be established as the target machine actively denied it.

  • The operation timed out waiting to receive a response from the receiving (POP) server 0x8004210a
  • A time-out occurred while trying to communicate with the server 0x800ccc19

Other than the above stated errors, you may also receive an error message which may include one or more of the following error codes:

  • 0x800ccc15
  • 0x80042108
  • 0x800ccc0e
  • 0x8004210b
  • 0x800CCC0B
  • 0x800CCC79
  • 0x800ccc67

You may receive these error messages if Microsoft Outlook or Microsoft Outlook Express is not able to make a connection with your e-mail server. These error messages are frequently reflected because of one of the following reasons:

  • Account settings are incorrect
  • Personal firewall software is misconfigured
  • Antivirus application
  • A bad modem
  • Size of Maximum Transmission Unit (MTU)
  • Either the installation is damaged or Outlook Express has been removed from the computer
  • Your Outlook user profile is damaged
  • An e-mail item on your POP3 server is damaged

Method 1: Make sure that your e-mail server settings are correct

Note: Some ISPs do not allow message routing through another SMTP server while you are connected to their network. Replace the SMTP server that is associated with the ISP that you use to connect to the Internet for the other ISP or the other e-mail account with the SMTP server to resolve this problem.

If you are using Trend Micro PC-cillin antivirus software and you notice that your account settings have been changed to “Localhost” in the Post Office Protocol (POP) server settings and “account name/pop server name” in the Account Name box on the Server tab, disable the POP3 Scan feature (Pop3trap.exe) of the Trend PC-cillin software. Follow the following steps to do so:

  • Double-click the PC-cillin icon, in the notification area of the taskbar.
  • Click to uncheck Enable POP3 Scan box.
  • Reconfigure your POP3 e-mail account in Outlook with the right settings.

Method 2: Verify your firewall software configuration

To grant access to the Internet for the following files, you need to configure your firewall software:

Alternatively, you can fix the issue by removing and reinstalling the McAfee Personal Firewall program. Reinstalling the Personal Firewall program process recreates the program signature file that is used by the firewall. Norton Personal Firewall (Symantec)

Method 4: Make sure that your modem is working correctly

To find out if there are any known issues or updates for the type of modem you are using, contact the vendor of your modem.

Method 5: Verify the size of Maximum Transmission Unit (MTU) set on your router

The MTU size set on your router may not allow packets to pass through if they are larger than a certain size. Generally, these types of errors will encounter if you are connecting to the Internet through a Linksys BEFSR41 router, a Linksys BEFW11S4 router, or a Linksys BEFSR81 router. These are the routers which have Maximum Transmission Unit (MTU) problems and may cause timeout errors while you are trying to send e-mail messages.

Method 6: Uninstall and then reinstall Outlook Express
